    7.31. OPERATIONAL PURCHASES AND SALES
    
          Transporter may buy and/or sell Gas to the extent necessary:  
          (i) to provide or maintain system pressure and line pack, 
          (ii) to balance fuel and Gas loss quantities, and 
          (iii) to perform other operational functions of Transporter 
          in connection with transportation services.
